Tartu county development strategy 2014 is, in fact, a 20 page summary of an over 500-page document. The aim was to make this complex material into something accessible to the public. The brochure design uses a non-standard size format, yet one which fitted efficiently on printing plates.

The text was reduced to sections and bullet points but remained very variable in length. The design solution for the brochure was to use a flexible page layout system based on an underlying grid of squares. This was then used to emphasise the document structure and allow additional elements such as graphs, photos and quotations to be introduced.
